Installing East Asian Language Pack

I need to install the East Asian language pack on my Windows XP home ed. I went to Control Panel Regional/Language SettingsLanguage Tab and then ticked the East Asian language box.

I shortly received this message: 'Files Needed: The file 'cplexe.exe on Windows XP Home Edition Service Pack 2 CD is needed. Type the file and path where the file is located and click okay.' My HP computer came pre-installed with XP (no CD was provided by the retailer). I have the recent SP2 installed, but no CD. I tried going to the Windows Taiwan website and tried to download Traditional Chinese language fonts from their - same exact message. I searched this forum and found a few threads regarding problems installing East Asian languages, but nothing helpful was found there.
